Topline Express Ferries will be offering free rides between Opon, Lapu-Lapu and Pier 3, Cebu City from 6:00 AM to 7:00 PM, according to their Facebook page. Trip interval is every 30 minutes. They have also provided a list of guideliness to fight against the spread of COVID-19.
